REQUEST FOR PROPOSALS
PLAYGROUND EQUIPMENT
BANE-HARRIS PARK IN SHEPHERDSTOWN, WV

The Corporation of Shepherdstown is seeking proposals for playground
equipment at Bane-Harris Park located at 401 W. High Street, Shepherdstown,
WV.
Background
Bane-Harris Park is owned and managed by the Town of Shepherdstown. The primary users
of the park live in adjacent neighborhoods as well as some grade school students. Existing
facilities in the park include playground equipment, basketball courts, swings, picnic tables,
benches and a charcoal grill.
The existing playground equipment consists of coated metal structures that have a number of
deficiencies.
The selected vendor will need to remove the existing playground equipment prior to
installation of the new equipment.
Scope of Services
The Shepherdstown Parks and Recreation Commission (SPRC) is requesting proposals that
include removal of the current equipment, the playground equipment, and the installation of all
equipment.
The playground equipment should include play components for children ages 2-12. Although
2-12 is the desired age range, the SPRC will accept a more limited age range if the size of the
area prohibits a more expansive range. The equipment can be provided in one or more
structures. The playground should accommodate the widest possible range of activities that
will provide fun, promote physical fitness, and encourage social interaction. Among the play
activities that should be considered are balancing, climbing, crawling, hanging, imagining,
manipulating, pushing, pulling, riding, seesawing, sitting, sliding, swinging, and whirling.
The playground equipment can be made of metal, plastic, or a combination. The playground
equipment should be in full compliance with both American Society for Testing and
Materials (ASTM) and Consumer Product Safety Commission (CPSC) guidelines. The
equipment shall be accessible to the handicapped in accordance with State and Federal laws.
The equipment must fit in an area that is approximately 49x49.
The Town plans to have the successful bidder install the playground. Each proposal shall
include the total cost for removal of the current equipment, the cost of the equipment, and
installation of the new equipment. The successful bidder shall provide all insurance necessary
for the installation portion of this project.
The proposer will be required to provide, and all bid packages must include sufficient
documentation to define the items being provided in this scope of work. Such documentation
may include, but is not limited to, vendor catalog sheets, general date sheets, drawings and
sketches or specification and warranty information.
Installation in Spring/Summer of 2024 is preferred.
