Streetscape Project

The Shepherdstown Streetscape Project was begun in response to widely observed hazards present in the deteriorated sidewalks throughout the town as well as other elements of the public infrastructure, such as storm water drains, that have been identified as needing improvement.

The Corporation has engaged Kimley-Horn and Associates, Inc., a contractor with solid qualifications, to develop a concept plan to guide the town in better understanding the full scope of the problems and the work that may be required to correct them as well as other possible improvements to public spaces.

Several public meetings have been held to date to introduce the project to residents and to gather from them their input about problems and the priorities that should be attached to correcting them as well as desirable public amenities and improvements that might be included in this work.

 

Project Goals

The Corporation of Shepherdstown desires to make major improvements to the streets and the streetscape of Shepherdstown. The Public Works Committee developed the following goals to guide the project effort:

Improve pedestrian safety on the sidewalks and at street crossings
Improve drainage on both sidewalks and streets
Improve the street profile
Improve the aesthetics of the streetscape, such as removing, establishing or relocating overhead wires, parking meters, signs, and lighting
Introduce new amenities into the streetscape, such as plazas, green areas, sitting areas
Preserve or enhance existing environmental assets that interact with the streetscape, such as the Town Run and existing mature trees
Ensure the improvements are consistent with the Town’s status as a Historic District
Reduce long-term maintenance of the streetscape
